Rate Design

BBC develops municipal rate schedules for its clients covering potable water, irrigation, wastewater, stormwater, building and planning, public facility usage, paving and streetlights. Our rate design practice is based on interviewing service providers, analyzing budgets and developing a thorough allocation of both direct and indirect expenses so that full-cost recovery is achieved. We typically train local government staff on how to update these rate schedules internally so that consultant expense is minimized over time.
