Fiscal Impact

BBC's fiscal impact analysis practice is based on constructing user-friendly, interactive fiscal impact models for our clients. Most of our fiscal impact clients are local governments, but we also work with private developers who must submit fiscal studies during the land use entitlement process.

The modeling process begins with service provider interviews, proceeds to budget analysis and then allocates costs and revenues in several dimensions including fixed vs. variable and residential vs. commercial. Our models allow a local government or developer to determine whether growth pays its own way for ongoing public sector operations and maintenance expenses such as hiring new staff, maintaining parks and paving roads. As with our rate design work, we often train clients on how to operate these models internally after the research project is complete.
