Impact Fees & Community Finance

Local governments often face the question, "Does growth pay its own way?" In our judgment, this is really a two-part question.

First, governments must determine whether the tax and fee revenue from a proposed development or Comprehensive Plan is sufficient to cover increased operating and maintenance expenses including hiring new staff such as police and firefighters. Second, governments must determine whether there is enough revenue from growth to finance additional community infrastructure such as new parks and expanded public buildings.
