Litigation Support

David Keen of BBC has testified in federal district court in support of narrowly-tailored programs to address the effects of discrimination on minority- and women-owned firms. To date, all legal challenges to MBE/WBE/DBE programs based in part on BBC disparity studies have been resolved in favor of the local government.

BBC has also served as an unnamed expert supporting a local government's defense of its minority business program.
