Kathy Kugel joined BBC in 2002 after receiving a Master of Urban Planning from the University of Kansas. She specializes in fair housing analysis, housing needs assessments, survey analysis and mapping. Particular areas of expertise include socioeconomic research with an emphasis on housing, special needs populations and public finance, in addition to community and economic development issues. Prior to joining BBC, she worked for Kansas City, Missouri assisting with many aspects of the annual Consolidated Plan process.
